National Certificate
for Personal Licence Holders
The BIIAB National Certificate for Personal Licence Holders
(NCPLH) provides the qualification required to become a personal
licence holder & be able to authorise the sale of alcohol.
The course covers the 2003 Licensing Act & the social
responsibilities of the Personal Licence Holder. This course
is a must have for all Managers, supervisors and owners of
pubs, bars, restaurants & hotels. It is also essential
however for those who consider their future to be within the
hospitality sector. It will, without doubt, make you much
more attractive to employ.

The Examination
Candidates are assessed on a forty multiple choice question
paper which is divided into two parts.
- Part One – Consists of 5 questions
which must ALL be answered correctly in order to pass.
- Part Two – Consists of 35 questions,
of which candidates must answer 24 correctly in order to
pass.
If you are worried about exams, worry not. You will be taken
through the information on the course step by step.
Length of Course & Cost
This is a full day course. Candidates are expected to read
the course book before attending the course. The cost of the
course is £130.00+ VAT, which is an all inclusive cost
covering all materials, examination and refreshments on the
day.
The Award in Alcohol
Retailing
The BIIAB Award in Alcohol Retailing is a qualification designed
for people working within the licensed trade in support of
the Designated Premises Supervisor. For employers,
in this culture of blame, test purchasing and problems with
under age drinking this qualification is a must.
The people who would attend this course are bar staff and
shop workers. By training their lower level staff, this course
will help companies (whether big or small) meet their requirement
to demonstrate a commitment to provide responsible alcohol
retailing. More significantly it could provide them with the
crucial Due Dilligence defence in the event of a potential

The beauty of this course is that it will usually be provided
in house. It is only a half day course and at £60 per
candidate it is so affordable that employers can afford to
train several members of staff in one go.

- The practical elements of being involved in the sale of
alcohol
- The main issues in the Licensing Act 2003 and how they
relate to alcohol retailers and servers

The Examination
Candidates are assessed on a 25 multiple choice question paper
which is divided into two parts:
- Part One – Consists of 3 questions
which must ALL be answered correctly in order to pass.
- Part Two – Consists of 22 questions,
of which candidates must answer 14 correctly in order to
pass.

through the information on the course step by step.

This is a half day course. Candidates are expected to read
the course book before attending the course. The cost of the
course is £60.00+ VAT, which is an all inclusive cost
covering all materials and examination.
Venue &
Dates
All courses are provided to individuals at our training centre
just off the M65 near Accrington & Blackburn. However,
Licensing Matter’s service is provided throughout England
& Wales. Arrangements can be made to hold the training
at your premises or any premises of your choosing.
Background
When you are trained by Licensing Matters, what you receive
is different. In preparation for providing the best training
packages we did our research. We attended many of the courses
we wanted to deliver. Were we impressed? NO. We found the training
to be robotic, boring & formal. A day spent of regurgitating
the book. A bit of shut eye? Oh yes!!

The qualifications we currently offer are designed by the
BIIAB specifically for the licensed trade and hospitality
sector. But the difference is that we treat the day as yours,
not ours. Our training is based around the specific experiences
of policing licensed premises and the questions of what the
authorities require. We follow the syllabus (obviously) but
also provide additional sessions on real practical issues
such as fake ID and test purchasing, In addition, rather than
simply delivering the training from a book, as we work within
the licensed trade every day, we teach our candidates with
a never ending supply of real examples of the system and how
it works (or sadly doesn’t!).
We understand that training & the licensed sector are
a fairly new partnership but it is easy to see where the government
is heading. The problems associated with alcohol consumption
are bringing to the fore the responsibility of selling alcohol,
whether by an experienced licensee or a young shop assistant.
We also understand the difficulties with staff training from
an employers point of view. A high staff turnover puts many
employers off spending time and money investing in staff who
may leave. And yet a well trained workforce will not only
help to move your business forward, it is now a crucial element
of protecting your business against the pitfalls connected
with under age drinking, drunkenness and so on. Training is
a balancing act. But ignore it at your peril.
