Any entertainment is only licensable if it is to entertain the public. Anything that takes place at a private event is not covered by the licensing act, regardless of where it takes place. What is or is not private can in itself be complicated so consult Licensing Matters for information. In addition, background music, live TV broadcasts and spontaneous music & dancing are exempt.
